Hi there, that's the vacuum motor responsible with air recirculation. When you press air recirculation, vacuum si drawn from the engine through a solenoid that actuates that "rusted thing". Without it you will not be able to select fresh air or recirculate air. Also if the rubber membrane inside breaks the engine will suck un-metered air which will mess up your idle, fuel consumption and performance.

just replaced it on mine ,however fmd didn,t have one nor any fmd in the country !, located one in germany .very reasonable£18.60 inc delivery,also done the thermistor probe (£61.34) at the same time as the climate control was freezing up solid occasionly. my scorp is still under a full platinum warranty from warranty direct and them parts are covered so no charge to me !

no ,the thermometer is different , it has a sensor under the front, the thermistor probe is located under the pollen filters somewhere and controls the climate control. don,t know too much about it but scorpio man put me right and there is a good drawing on this website somewhere. as octavian says the bit on your pic that,s rusty is the vacuum motor.
