I guess it's the same block (to a certain extent) as the Escort RS2000, as the 2.0 16v should be the exact same block as the RS2000 (or so I'm told), and the 2.3 is virtually identical, except for the larger cylinders and some other minor changes. You could perhaps check with some RS2000 experts.

The RS200 I4 16v engine was a development of the I4 DOHC (twink) 8v engine used in the Mk2 Sierra and Mk3 Granada. It had a different head to the carbed & injected Sierra & Granada unit. Both are quite strong power units, but dont lend themselfs to the tuning scene easily. Best bet is a free flow air filter, free flow exhaust i.e - Jetex, Mongoose or a Janspeed, a EFI (on the injected unit) powerboost valve or a better weber carb (off a 2.8 V6 cologne engine, jetted to a 2.3) and possibly a pair of cams to improve mid and top end power. Apart from these keep both units well serviced and regular blasts and they are quite peppy. The 2.3 I4 16v in the Scorpio is a development of the I4 Pinto 8v engines that went into millions of Capris, Cortinas, Granadas, Sierras and Transits. The Block in the Scorpio 2.3 comes from the Mustang 2.3 and the old Merkur Xr4ti (a XR4 for the yank market). These engines were turbocharged in there own form, but as the Scorpio has a different head to these units you would most probably have to reduce the compression ratio to strap a turbo or charger to it as NA engines run higher comp ratios than turbo counterparts. Plus you would have to adapt the injection system so the engine wont run rich or lean at different points in the rev range and play about with the ignition system to advance and retard the spark at the correct points in relation to the fueling. Plus if your current 2.3 had done around 130k it wont take to kindly to having to deal with this extra power and strain. Not to mention you would need to uprate the brakes, cooling system and the clutch....... Im not saying its impossible to bolt chargers to NA engines, infact about 12 years ago I did it to a Mk2 (1982) Scirocco GT using parts from a Janspeed turbo conversion for a Datsun 280. It took many hours of going back to the drawing board on saturday nights as it kept blowing head gaskets - twice!, eating clutches, new brake components, improving the cooling system, having to fabricate one off manifolds and pipework etc etc. I gave up in the end when it melted a piston due to the fact that it needed a bigger chargecooler. I sold it as a "unfinished project" and bought a rather nice Mk1 Orion Ghia. Sorry to bang on about it but it is a hell of a lot of work and without wanting to upset anyone you really need to have a understanding of engines to make it work and even then it goes wrong as I proved

Yeah agreed it's alot of work & you have to know what your doing. I know so called specialist that do poor conversions & the owners have nothing but problems. But once you get it right, what a difference
