Got an xr4 24v cossie BOB..But like scorps as well

went to the local ford dealer to price a new key, was quoted £17.50+vat, does that sound reasonable. also, how do you programme a new key, was told by dealer that you switch to position 2 on and off 7 times. if that dose,nt work they can do it with their "special machine" at £75.00+ vat. sounds a bit pricey to me.  cheers pete.
