P/S pump pulley wheel query

Not sure if this the same on all Scorps, or exclusive to the 2.3.....but does anyone know why Ford fitted a bigger P/S pump pulley wheel to the earlier 2.3 & then a smaller one on the later 2.3 ? Reason I'm askng is because the spare pump I've got has a bigger pulley wheel than the one on my 98 Scorp I suppose that explains why there are 2 different drive belts....one with the part number starting with '95' & the other with '97' But, for what reason did Ford change to a smaller diameter pulley wheel ?... higher pump pressure perhaps ?....but why ? I'm puzzled ........

To give it more power assistance perhaps? The 24v had speed sensitive steering but the 2.3 never got it, I always found that a bit odd seeing as it was the top 16v model.
