| Things like that are impossible to monitor, so it's not really that bad at the end of the day. Surely they do not complain at the mot like "Oh, see you renewed the sills, boot, steering rack, even the suspension etc., now lets punish you for making your car safe". The §§§ is there to make all kinds of major home building projects not worth it that would imply a change in the registration data. But those stupid rules are in the law, but enforced on build projects, not on everyone. In Finland around 40-50% of a car's retail price is tax (car tax or VAT), the government is doing what it can to keep it that way, changes happen when e.g. Finland is busted by the EU-court, mostly for overtaxation of imported used cars against EU directives. (as a result I will get a nice cash back on the taxes I paid for my scorp to import it)
