hi  there
 
take the glass lens off and put it in the dishwasher.  
 
comes up a treat.
 
use a VERY soft cloth in the inners while the lens is off. don't rub to hard or the silver reflector coating will come off.

I dont think washing helps. It's in so bad condition. Sanding?

Don't think you can sand glass or plastic to make it clear transparent again. (?) Get new glasses would be quicker and simpler?
