What pipe should go to and from here. Its missing on mine and running like a bag of !!!@£
 
Its on the inlet manifold at the back of the idle air control valve.
 
98 2.3 auto

Looks like the drain valve to me. To drain condensation from the AC. But i might be wrong. Sure someone will say what it is

It runs poorly because its a vacuum feed and its right under the idle control valve, from memory and im going back a long time, threes some gubbins one on the inner wings with vacuum pipes going to and from it, i think there should be a connection from that to that

As Matt says it's on the wing - near to the inlet manifold.
 
Mine’s a corrugated pipe with a right angle rubber boot at the manifold end.

2nd gear.
There should be a rubber elbow pushed onto that stub pipe,then a plastic tube to the evap valve as said,down low on the O/S inner wing.
