Did you try testing the fans by disconnecting the engine temp sensor & running the engine - that should put the fans on fast & demonstrate that the powertrain command module has received a command to turn the fans on. It is the PCM that operates the fans having received a relevant signal from the temp sender or the aircon it does this by shorting either the BK/WH or BK/BU wires on the green fan relay to earth. To test the fans you can earth either for fast or slow speed.

The details of fan operation are here: http://www.fordscorpio.co.uk/coolfans.htm If disconnecting the engine coolant sensor doesn't put the fans on & you want to test the fans, rather than cutting into the PCM wire you could try unplugging the green relay & winding a strand of wire around pins 1 (Black earth in the plug) & 9 (Black/Blue) & plugging it back in - make sure it's 9 not 6 which is also close 1. It won't hurt the PCM having pin 9 earthed. That should put the fans on low. As mentioned in the link above you can see in OBD if the fans are commanded on - which they may or may not be depending on why your aircon isn't working.

Sorry for the delay Tompion, I tried to get the plug off but I could not get to move, need to look more into that. I was going to get the plug out from the compressor and try power to the clutch to see if its working. As the weather has been so good its put to one side for now, garden in a bad state due to health problems last year and needs sorting. I have a OBD reader but have not looked with that as it may not cover fans etc.

FORSCAN has a test that runs the fans at both speeds.

All sorted now, ran the compressor from a battery to the clutch and fans started to run. I had to put more gas in the aircon after it ran. My scanner is a Foxwell .

Forscan is free software that you use with an ELM327. I have a cheap Bluetooth ELM327 - works a treat with Forscan.
