Scorpio 95' 2L 16V not OBD-II compliant ?

For approx a year now I have tried to solve a slight missfire on my Scorpio 95'. For this reason I first baught OBD2 kable from www.obd-2.com and also an ElmScan5 but none of them was able to connect to my car. So I then vent to a local Ford dealer and had the car scanned there. They told me that my car was equiped with a EEC-V without ODB-II. It was more like a EEC-V with a EEC-IV inside Huh
 
I think this is rather hard to beleive so i wonder if somebody on this forum knows if this is right ?
 
Sticer on my EEC-V says:  
95GB-12A650-BB and also has big letters  WILD  printed along with EEC-V and a barcode.

I'm 100% sure it is a 2litre 16valve installed in my car. I have also checked that pins in the DLC are in plase and messaured GND +12v and data-lines are ok.
 
While googling around internet I found this:

It says that som US Fords are equiped with a "B@stard EECV" Undecided. Since mine is a Norwegian model perhaps it also has a "B@stard EECV" ? Is it possible to see this out of the part# 95GB-12A650-BB ?

Ford do this sometimes  - my brother had a Mondeo 2.0 that was sent for diagnostic testing at the local dealers and was discovered to have some weird setup - it took the mechanic 40 minutes to find the diagnostic socket, which wasnt where it should have been, and it wasnt the right socket for the model either...

Kanor are you sure yours is the 95-98 Scorpio? same bodyshape as the one in the picture on top left of this page?
 
The 85-94 Granada here in the UK was called the Scorpio in Europe.

Yes it's right that in Norway the Scorpio-name was used from 85' when the Granada-name was replaced, but my Scorpio is this new version with the "frog-eyes" that this site is all about. It was sold as new in late 95' here in Norway.
(By the way; Thanks to the guys who has used so mutch energy to build this fantastic site Smiley Smiley ..)

 yea that was a problem with some of the earlier mondeos they had no 16 pin connection instead a 3 pin plug up behind the glove box just under the top of the dash.
