Fantastic! 
I really wouldn't put it past some of them.
There was a snippet in our local paper a week or so ago about an overkeen traffic warden... He gave a ticket which was appealed against (saying that the car had gone but returned later).
The traffic warden stated that he knew it had actually remained in the same position... as he had made a note of the positions of the tyre valves!
