Your sure its not a ABS sensor, this can fail to. I had to replace one at my own cost when a over enthusiastic mechanic changed my front wheel bearing. £75 JJ

I'm with John there I think .. the 15mph isn't an unusual symptom .. as its the sensor performing its initial test < in simple terms > .. could be the modulator of course but I would only go there after checking all front sensor wiring and conections first < especially the first ones under the wheel arch >.. and also perhaps cleaning the sensors .. to save damage or removal they can be cleaned by removing the inner hub flange dust cap and use a rag on a thin screwdriver ... sounds like a sensor or split ring (the toothed ring that the sensor reads) I would check these out first.

I had similar problem. Solved by cleaning ALL electrical connectors (sensors and multilplg near modulator). Ford dealer told me the same - modulator or front sensor. After disconnecting some sensors near wheels - there was really a problem: contacts were dirty/rusty, and after cleaning connectors (both - male and female) everything fine now.
