Cold draught on my left leg

Hi
I have an unusual problem with my Scorpio. When driving, a cold draught is coming from the steering column area. The exact entry point of the draught into the cabin is around about where the handle for adjusting the steering wheel is. There are some gaps here between the column and the main fascia. The draught becomes stronger the faster the car is driving and is worse still if a window or the sunroof is open. It doesn't appear to be connected to the climate control as it happens whether the CC is on or off and it also does not matter which position the vents are in. I have tried covering the gaps up with some gaffer tape but the tape doesn't seem to stick too well and I don't want to start using superglue on the plastic until I can find out if there is a cure.
