Blowers not working.

Hi all,
When I bought my ultima the blowers were inoperable and a 03 error code was flashing on the passangers Climate Control display. After a climate control reset the 03 error disappeared but the blowers still do not work but the temperature of the air (without the assistance of the blowers) coming through the vents seems to be controlable with the climate control temperature settings.
Any thoughts on this problem would be gratefully recieved.

I plan on checking the HBC at the week end. The car is a M(95) so maybe the HBC is one of the originals that tented to over heat.
