cabin air circulation

I am in the process of purchasing a 2ltr estate of a friend, however on driving it I found there is no cabin air circulation, had controls in every posion/combination. I wondered if this was a blocked cabin filter on not, but I fear the worst as air does not come through when recirculating. Any info will be appreciated espcially re what costs to expect if the dash has to come out.
