Crazy fuel gauge

Hello!
I have small problem with my fuel gauge. When thers little fuel in the tank (just above the red line) the fuel gauge sometimes goes crazy. It starts to show me that I have abot 1/3 of a full tank. Driveing for couple of kilometers, sometimes more, its starts to read normally again. And after stopping the car everything starts over again.
I checked with the diagnostic mode and it also lies.
Is the a problem with the sending unit or could there be a short somewhere?
The car is 1995 16v 2.0 manual.
