Possible Electrics Failure - No Heat.

Hi all, Had a Scorpio around 9 months now. Got a 1998 2.3 16V Manual Ultima. Basically what is happening is the engine fan is coming on constantly. Its a little Random sometimes the second the engine starts other times it will wait till the engine warms up a bit but either way once it comes on it stays on and the end results is I get no heat in the car. It is absolutely freezing. Also the Cruise control sometimes takes a few attempts to turn on which made me wonder of a possible electrics prob. I read somewhere that the Fan is supposed to be variable speed. On mine it is on FULL... sounds like a hovercraft. Tried finding a fan heat sensor but no joy. Is this computer controlled Thanks for any help.... Matt

P.S Looks like my Cylinder Head/Gasket is going as I am getting Oil in my water e.t.c ! Could that be the cause due to loss of pressure e.t.c ?? Forgive my noddy questions but still a novice at this sort of thing. Was hoping to keep this car as a sort of project to maintain myself but now wondering. Any help and advice will be much appreciated.
