Fuel Pressure Regulator

Hi Guys, Can anyone tell me does the FPR reduce fuel preesure when being sucked on or increase when sucked on? I have a continuous positive LTFT of 18% during idle and wondered if it might be the FPR or the fuel pump.. Thanks Nige

It reduces fuel pressure. Vacuum makes the valve open more than usual.
