I have the chance of a very cheap 24v Ultima because it has some damage. So my question is, is the front wing a bolt-on or a weld-on job?

You take the old wing off using a weld drill bit. It's not difficult. Drill out ONLY the part of the weld on the upper surface (i.e. the old wing). Then grind down and clean up the car metal. Whether a brand new wing or one from a scrapper, put the replacement wing on by using self tappers (could use bolts, but self tap works just as well.) Getting the wing to line up and meet all the joints is a doddle. Clamp it in position before screwing it down. We've done 3 wings on scorps so far with no problems.
