Radio remote - volume up not working

The volume up on my steering radio remote does not work. I thought a new (used off ebay) would do the trick but this has not cured the problem either. I have noticed though that there is a blue wire sitting loose where the main connecter for the other controls are. Funny thing is, this has been doubled over and tapped in place using double sided and some foam. Now, as this coloured and the remote wires are all Black/red I am at a loss.
Anybody have any ideas, getting really peeved now.

Having just replaced my 2007 radio with a non ford radio I can tell you I found a blue wire on the main connector block to be a switched 12v supply.
Could it be your blue wire is also a switched 12v supply and that's why it's taped up?
