2.9 24v auto,  
Over-running, engine returns to idle.
 
Is this normal? Huh Huh Huh
 
Say for example, driving down a steep hill or easing off to slow down, the revs die down to idle (as seen by the rev gauge).
 
If it is normal, why is a Fuel Regulator reqd and what about engine breaking?
 
Seems a but odd.  
 
On a manual car, if the driver were to "coast" in this way with the clutch pedal pressed during a driving test, he would fail would he not? Undecided

its quite normal for the drive to disengage like this if descending a steep hill it advisable to engage a lower gear manually. this will " lock" the gear ratio rather than have the drive dis-engage like it does with the auto box.  
The car technically is still engaged in a gear and therefore not coasting in neutral. If you were to apply some throttle the gear would re-engage without any intervention from the driver other than application of throttle.
 
If my memory is still working, the gearbox does not lock up unless travelling at more than 47mph. see page 45 of your handbook .

Funny you should say that about lock up as i just gave the car a run with the MAF disconnected  (Have had some issues with DTC's and rough idling) to see what the difference would be.
 
There wasnt much at all really. car started fine, drove ok too.  the gear changes were a little more "thumpy" and it didnt return to idle when easing off like mentioned above.  
 
But all in all, there wasnt such a big difference.  And no fault codes when i returned!
