Cruise Control Problem on 2.5 Diesel - Help Please

Hi all, I've got a N Reg Scorpio Ultima 2.5 Diesel, and I've got a problem with the cruise control. The cruise control has never worked since I bought the car in January. I know that this has been discussed before, but can anybody help.
 
I press the cruise control button, followed by the + button and the light on the dash comes on, but it doesn't matter how many times I press the + button, or how long I hold the button down, the cruise control doesn't take over ( this has been tried from speeds of 30 - 60mph).  
 
I read that it could be the motor in front of the left headlight, so I took that out, took the electronics off, and checked it, but I can move the motor, so it hasn't seized, neither have the other cogs. The cable to the throttle is connected ok too.
 
I checked if the cruise control light went off if I dip either the clutch or brake pedal, and it does.
 
Any ideas, as to what could be causing my problem - please?

Assuming that (with the actuator disconnected from the cable) you can operate the throttle via the control cable then it's likely that the actuator itself is faulty. Sounds like the motor isn't getting power so check the wiring, multiplug and for continuity across the motor windings.
