Possible ABS

I've just noticed that when I brake and I am at very low speed, I get a vibration from the brake pedal. I can only think that its the ABS kicking in. However, no ABS light is on. I stress its at very low speeds. Sometimes it happens some times not. Is the modulator about to fail? Any ideas most appreciated.

You could check the condition of your brake pads & discs,both sides,you may have some runout in the discs,if thats the problem have the discs skimed (on the car as this will sort out any run out in the hub too) its cheaper than new discs (new pads though)what speed you talking about as abs no work at low speed any how! tyre press.,wheel balance & tyre runout/uneven wear
