Climate Control Problems

The CC reset function on my Ultima does not work properly, in that Iwhen I go through the sequence I can not dial in the 50 wuith the passenger side temp button. I have replaced the front panel in the dash so I am pretty sure its not a connection problem at the dash board end. The reason I keep trying the reset is that I can not get the temp above about 21 - if I set it any higher then it just keeps blowing cool air. I periodically get fault code 03 up and I have the 1995 Ultima with the wrong parts (outside temp sensor and temp control module - at least I know the sensor is wrong). Is it reasonable to assume that if I get these parts changed then the problems will go away or could there be other reasons why I can not re set the CC. If any one has these parts I would appreciate it if you could let me know. Any help would be appreciated.
