My handbrake is still only working now and again, but now on setting off the car feels slugish like the handbrake is on or something? Plus the steering wheel wobbles if I take my hands off the wheel when braking. Before I go to a garage about the car feeling slugish, i want to determine whether its the brakes first. Just feels like I have to rev it too much on set off then it seems fine after a bit.

Why not jack the back up, chock the front wheels, release the h/b and try turning the wheels by hand, as for the vibration on braking that sounds like the discs are warped

Also if the handbrake is binding on there will be a considerable amount of heat generated. try checking for warm/hot wheels, especialy near to the hub. As for the wobbles I agree with bizzay, most likely to be warped discs. However, worn wishbone bushes and knuckle joints can cause similar symptoms.
