I have noticed that when my cc is on I get a whine from under the bonnet, could this mean that the pump is on the way or could it be something as simple as needing a re-gas?
Another problem which has manifested itself since the cold weather has come in is that I now only get cold air even when the cc is turned to Hi - could this be the hbc or could both my problems be related
any advice will be appreciated

When you switch the CC off, does it still blow cold ?
If so, could be the heater matrix  ....or simply the thermostat 
How does the temp guage read ? 
As for the whining....it could be any pulley that is driven by the drive belt, power steering pumps tend to 'whine' when they are on the way out.
Remove the drive belt & check that all pulley wheels (apart from the crankshaft pulley) spin okay & have no resistance....if any resistance is felt in any of the pulley wheels then you may have found your culprit

If I switch the cc off the whine goes away, switch it back on and the whine comes back almost immediately, temp gauge is reading dead centre as normal, can't really say if it blows cold when switched off - only just noticed it

The compressor does make some small amount of noise when its engaged. It doesn't run all of the time, it just runs when its needed. If you look under the bonnet you should be able to see and hear the compressors clutch engaging and disengaging. See if that noise coincides with the noise you are hearing in the cabin. Feel the top pipe where it goes in towards the bulk head, the one with the filler valve and it should feel quite cold when the a/c is on.
The other possibilty is that it might be the heater fan. The bearings on these tend to dry out and cause a bit of a whine at certain speeds. Somewhere on the site is a description of how to get the motor out and lubricate the bearings.

I can just about hear mine - bonnet down and sat in the driving seat, when the engine is ticking over and there is no other noise. Most noticeable is the click as the compressor solenoid engages. How does that compare to yours?
[None expert opinion warning ++] I just don't know if regassing might help or not, but yes there is lubricant included as part of the regassing. My own thoughts would be that if a/c is definately producing cool, then its not desperately leaking and so must still have its lubricant - hence no point in paying the cost of regassing.
What I would do is either put up with the noise or look around or a replacement compressor - the install of which will make the regassing worth while.

It used to be very quiet, just the relay kicking in really, but it now is a noticeable whine after kicking in and when it cuts out it is all quiet again, didn't know whether the lube in the a/c deteriorated with time hence asking about the regas, but the way you put it I suppose what you say makes sense really

mine is doing exact the same as yours, let me know if you find the fault. i have no cold air or cold pipe coming out of compressor now. and this effects humidity. my windows have started to mist up

My compressor after half an hour of whining seized out  It can whine from two sources:
- The AC clutch, which has a bearing
- The shaft that moves the compression pistons inside.
A regas could help as beside the gas, all oil it's taken out and new oil replaces it.
