My 24v cosworth scorpio 1998 runs as normal, no fuses are broken and the 60Amp feeds are good. The problem is that the headlights, dipped, main, sidelights, foglights and screenwasher pump do not work (wipers function).
Does anybody have a clue where the problem lies.
I have tried to remove, clean and replace the earth connections but they are well rusted on and soaking in WD 40. Battery starts the car fine and is stable at 12.7 volts (fully charged).

Have you checked the relevant relays?. The next place to check is the connector to the lighting switch. If there is corrosion or 'burning' of one of the pins there it will give the type of fault you mention. You need to remove the switch unit itself. The detail of how to remove the unit is shown towards the bottom of the page HERE

Back end lights working but not front end?  Do your indicators work properly too?  These are typical symptoms of the large multiplug on the driver's side fusebox not being fastened down correctly so several pins don't make contact...
 
If you disconnect this plug you'll see two "hooks" on the fusebox which engage with lugs on the cable end of the plug - these need to be engaged before clamping the other end down.

Spot on Darren! the headlights work again.
Multiplug was not seated properly at the back but was engaged at the front
