Heater vents

Hi all- a bit of advice needed. I've got a 98 2.3 Ghia estate, and the heater vents in the middle of the dash always have air flow, whatever the setting. I can have the heater control on "feet", and the vents themselves turned off, but there's still hot air coming out of them. Not as much as when the controls are set so that it should, but enough to be a nuisance. Is this just one of those things, or, as I suspect, a jammed flap within the heater system that would require months of under-dash mining to get at?

It's just one of those things....I think the flaps have foam seals that rot & wear away over the years so the air is able to get through even though they are shut. It is possible to replace the seals & there was a post a while back about how to go about doing it, but can't find it at the moment. Hopefully someone else can

Similar to the original posting, I have always had the problem that cold air rushes at my feet whatever the settings! I can have the control to footwell only and heating to max and yes theres is alot of heat coming out by the centre console toward the front but also a draft of cold air further back near the gearshift.....its really annoying!
