Problem with fog lights

Hi!
I have a problem with my 97 scorp, front foglights is not working.
I have checked the fuse ,bulb and started looking for a relay, (R9 in  central fusebox) and there is no relay there.
But according to the manual there is another relay for foglight , behind the dashboard ( r35 if i dont remember wrong) , is  there 2 relays or is it depending on country?

According to my handbook R35 is country specific (NL, S).

IF its fitted its under the instrument panel  Why not look to the wiring diagrams for help.

i had the same prob the reason is there should be a relay it is a small brown relay.i put one in and hey presto lights on Shocked
