It is doing so perfectly normally on my machine. 
Try another way if yours still won't work. Click on the FORD SCORPIO banner at the top of the page. Scroll down to the bottom of the page which appears and enter Brake Manual in the 'search' box. Click enter and the page should appear??.

Works fine here - could be a problem with your PC settings!
You can right button click on the handbrake lever link and select 'Save target as' - save to you pc and then open it. You will need Acrobat Reader to open it.
