ABS, pedal vibrating and lights coming on

I have over the last few months been experiencing a strange problem with the ABS on my '96 24V Scorpio.
When coming to a stop in traffic the pedal will vibrate under my foot, sometimes this results in the ABS and TC lights coming on and boths sytems not working for the duration of the journey, although no longer vibrating at the pedal when slowing.
When next using the car the lights will be on when first moving off but will pass the self checks and extinguish normally until next slowing in traffic when the problem occurs again.
It doesn't happen everytime infact if not in much traffic it can go for ages without doing it all.
I have had the main connection plug off the modulator and cleaned and greased that up to no avail. I don't think its any of the sensors as its passing the initial checks OK.
I have had a look through historic postings on ABS problems but struggling to find any posting of a similar nature, any other ideas would be fully appreciated?

I've had the same symptoms on a car before, not a Scorpio. The pedal vibrated as you came to a stop. It turned out to be a sensor on one of the hubs, it had moved out of line and been damaged.
