Scorpio diesel kick-down

'98 Scorpio diesel has lost its kick down acceleration. I have used another car for the last six months whilst done some work on the Scorpio including a new Bosch MAF unit as other had a broken internal sensor. Although it reaches 70mph ok the rpm does not go over 2500 whilst it idles at about 900 rpm. There appears to be a very slight hesitation at low speeds on occasions. Only visible fault is that the Temp warning light is showing on the dash, although the water temp is ok. Could it be in a limp mode?

900rpm is about right for idle, could be a faulty temperature sensor on the side of the cylinder heads or wiring which has shorted out.
