HID Headlamp conversions....

Just found this bit of information from the Department of Transport with regards to fitting aftermarket HID headlamp units to cars normally fitted with halogen lights.
 
It makes interesting reading!

There are to be some changes to the MOT test from 1st January 2012 which are being introduced in response to European Commission Directive 2010/48/EU of the 5th July 2010 and which will effect those with aftermarket HID headlights and remapped ECUs:  
 
4.1.4 Compliance with requirements:
(a) Lamp, emitted colour, position or intensity not in accordance with the requirements  
(b) Products on lens or light source which obviously reduce light intensity or change emitted colour  
(c) Light source and lamp not compatible
 
4.1.5. Levelling devices (where mandatory):
(a) Device not operating.
(b) Manual device cannot be operated from driver’s seat.  
 
4.1.6 Headlamp cleaning device (where mandatory):
Device not operating.
 
For anyone with a remap, section 6.1.9 may be relevant.  
 
6.1.9 Engine performance:
(a) Control unit illegal modified.
(b) Illegal engine modification.
 
(by 'illegal', it is assumed that they mean changed/programmed differently from OEM specifications)
 
There will also be a new check on the general condition of the wiring which may be of interest to owners of earlier Scorpios:
 
4.11. Electrical wiring
(a) Wiring insecure or not adequately secured.
(b) Wiring deteriorated.
(c) Damaged or deteriorated insulation
 
and on the function of airbag and seat belt pre-tensioner systems:
 
7.1.4. Safety belt Pre-tensioners:  
Pre-tensioner obviously missing or not suitable with the vehicle.
 
7.1.5. Airbag:  
(a) Airbags obviously missing or not suitable with the vehicle.
(b) Airbag obviously non-operative.
 
7.1.6. SRS Systems:  
SRS MIL indicates any kind of failure of the system.

1) Just another way for the big manufacturers to make you pay more for what you want, a complete headlamp,than what you actually want, bulbs, for the same result!!!
2) Sounds like most of these changes affect older cars. I never voted for the EEC and their meddaling and never will. Get us out and be quick about it.

Yeah, another little handout for the motor trade.
Mind you it's in Holland I think that you're not even allowed to present the car for inspection with anything other than original wheels and tyres. That might be out of date now, mind. Long time since I worked over there.

It's been pointed out that until they define "illegal" then remaps and engine mods are ok, for now.  Also it's just a consultation paper - similar to when they were planning for the introduction to replace the SVA with the IVA.  Many proposed items of the IVA were dropped (i.e. IVA originally stated no side exit exhausts).  
 
Plus, when changes to the MOT are introduced (e.g emissions) then the new rules only apply to cars manufactured AFTER the date of the rule introduction - i.e. some old cars it's not a requirement to have seatbelts.
 
A ban on engine mods and remapping is unlikely to ever happen in this country due to the massive business interest here - we're world leaders in many respects.  There may be a slim chance it comes in for new cars, but not for ones already on the road.

It'd be interesting to see what they make of my Westfield with it's Megasquirt ecu - there is no such thing as a standard Megasquirt!

No change for Finland, we have had this strict since the 90's. What has once been explicitly allowed though, will not be taken back. Matt, if you get this officially regged before the change takes effect, I'd assume you can go ahead.
 
ECU remap is comparable to changing engine
 
Non-standard engine => get official type approval, c02 test etc. => €€€ (some say up to 10k€)
 
Headlight leveling compulsory since -92, HID cars since -98 must have auto-leveling or self-leveling suspension
 
HID-bulb only in official HID headlight.
