Actually, it seems like the crossmember is missing which is why it wont fit.

I guess that chaps still has the crossmember bolted to the back of his car - I will PM him and ask. Basically, I have the long section that mounts at the diff bolts and comes back with the ball on the end. I have the plate which attaches to the crossmember and holds the ball in the correct vertical position. I dont have the cross bar which mounts at the 4 bumper bolts and runs along the width of the car behind the bumper that the plate mounts to.

It's possible it's a Towsure Bar, in which case there ARE only the three main parts. The bracket which bolts to the rear of the diff. The long 'main' length which has the towball on the end, and an angle strip which bolts directly to the rear cross member. The angled piece also attaches through the spare wheel well. On Towsure bars, there IS NO OTHER BRACKET to attach to the bumper bolts. It's not necessary, and not supplied. The witter ones DO have it, but several other makes don't. We've got one, and it tows our 17' (21' with the drawbar) Lunar Caravan no problem.
