My power steering is whining when cold, I've checked the level and the expansion tank is near empty when cold.

Is there a recommended power steering fluid type I should use?

Should match this FORD spec ESP-M2C166-H.

If you have to top up you MUST have or had a leak at some time. The fluid should as in the gear box be checked when HOT ( operating) temperature otherwise overfilling can occur.

ahh,, Good think I checked.

The car is cold now.  I will check again when hot.

I drove the car to warm it up and when I checked the power steering bottle, it was still near empty.  topped it up and the noise has gone!  Hurrah, did not cost me £100s.  Makes me wanna dance like MCHammer!
