are all the pulleys that the belts go round ment to spin with the belt they are arnt they cause i bought a cosworth recently and just noticed one not spinning

Is it to the right of the engine?

If so it's the A/C compressor and unless the A/C is runnint the front of the pully will be stationary.

Or moe accuratly the pully will be spinning but the pump drive will be de-clutched and stationary.
