Software version 1.51 is the last stable version for the Scorpio.
To download Ver 1.51 with all the files add /ve151all.exe to the site address.

There is a link to the usb driver in this thread about using usb:

Although the link doesn’t work for me.

Adding /usb.exe to http://www.obd-2.com/ does download a driver which I assume is what you want, but I have no way of testing it.
