Title: Scrap Metal Recycling Post by Highlander on Apr 12th, 2011, 5:52pm Made an interesting discovery this week which will be of interest to anyone taking scrap to a scrap dealer... I take old car shells and other bits of scrap metal to the local scrapyard, not regulary, I'm probably there around 4 times a year.. I was in dropping off an old Scorpio shell this week and while chatting to the guy that deals with the cars he asked if I had a SEPA (scottish environment protection agency) license to carry waste... I don't, in fact I'd never heard of it... Apparently there is a huge crackdown on unlicensed waste carriers (copper cable robbers) and the Police and SEPA have started doing spot checks on scrap dealers yards, not only on the dealers themselves but the people and vehicles that come in with scrap. There were multiple checks in the Edinburgh and Glasgow areas last week and many vehicles were seized due to the person/business either being unlicensed to carry waste, or being licensed and not having proper vehicle business insurance in place. They are now facing a fine of up to £5000 Now I assumed as a private individual breaking up my own car as a hobby this wouldnt apply to me BUT it does! Basically you are only allowed to take your OWN household waste to a council recycling centre. If you take someone elses rubbish you require a license. If you allow someone else to take YOUR rubbish then YOU are required to ensure they have a license. ANYONE who takes scrap metal to a scrap dealer and receives payment for it is regarded as running a business and therefore requires a waste carriers license (and business insurance for the vehicle they use) The scrap dealers are not required to ask to see your license when you drop metal off but if the police or Sepa catch you.... So next time you take the car down to the scrappy with that bag of copper pipe you found in the shed watch out! |
