can anyone tell me if there is supposed to be a 12v supply to the vss or not?

just incase anyone is interested there is supposed to be a 12v feed the the vss there are three wires on it:
ground, 12v and signal to the eu and instruments. I have at last got a working speedo after 12 months of it not working am very chuffed.
