Sounds like it, either stuck open or missing altogether. does it usually run at a normal temperature?

Remember, in this cauld weather every last therm of  heat your engine is producing is  being, because of the CC system,   thrown  back in to the  passenger  cabin   to keep  your  tootsies  warm.   So  until    the  cabin  has  reached  optimum temp.  the needle will take a while ( if ever ) to reach   its " Normal "  position.

Mine rises to half way (horizontal) after about 10 mins of driving and stays there with the heater on HI even in the coldest weather.
They should be capable of maintaining maximum heating as well as normal engine running temperatures even in worse climates than ours (UK) if everything is working properly.

My car neither reach correct operating temperature... Therefore I took a good advice and changed the termostat.. But the problem still exist - the needle never gets in horizontal position ..

What to do next?

double check its the correct thermostat for your engine, there are thermostats available that open at different temperatures.
temperature sender unit?
wiring?
are the cooling fans on constantly?
Is the actual gauge reading correctly?

How do I check the sender unit ? What to do?

Could be the instrument cluster that is causing the problem.. I have read this :http://www.fordscorpio.co.uk/coolanttempgauge.htm .

The last 3 times i´ve been driving - the temp and fuel gauge read mid temperatures regardless of cold engine or empty tank..

To solve the problem I have to remove the instrument cluster and fix some solder - but as the article says ; it is a bit of a pig to remove..

Its not too bad a job, but give yourself plenty time to do it (a couple of hours anyway).
Sounds like the solder has cracked on yours ScorpioInDK
, quite a common one but its easily enough sorted once you can get into it.
