I have 1997 ultima which will pull like nothing else up to 2500rpm and then the power dies off I can hear the turbo going can any one help?

Sounds like either the wastegate opening too soon or the turbo bearings worn.
Had a similar problem on a turbocharged Escort XR3 many years ago.
I contacted a turbo specialist at the time who sent me a bearing set for the turbo - took it apart, replaced the bearings, put it back together and it worked fine afterwards !
Would suggest you contact a turbo specialist for advice.

if it pulls like a train up to about 2500-3000rpm then dies off that sounds about right for the old diesel lump :)

bearing in mind it originated from a boat in the 70's before being converted for use in road car in various forms it no performance engine!! if yours is the 115 bhp engine you may wish to clean out the vacuum hose going from the inlet manifold to the top of the injector pump as they're usually full of gunk and will not let the on-boost fueling reach its maximum.

if you want more power you could always turn the fueling up and shorten the wastegate rod... ;D

Yours is the later engine with electronic control so there's lots of things it could be. First job is to get an OBD-II scan done and see if the ECU has any error codes stored - this will make it much easier to diagnose. However, as Mazzy_j says, beyond about 3000rpm these engines don't really get much more power out.

FWIW, boost pressure on it's own doesn't acheive much; the pump has to supply extra fuel to make use of it. Check the small pipe between the turbo/manifold and the pressure sensor. Also check the condition of the air and fuel filters as these can restrict power at high revs if blocked.

Mazzy j what does the vacum hose look like and where abouts will i find it on the inlet manifold ?

Sector 9 i have removed the pipe from the pressure sensor and it does'nt seem to make any difference it almost feels like it is not getting enough fuel

If the pressure sensor is duff or the connecting hose split or blocked then it won't get extra fuel as the ECU won't know the turbo is blowing! An OBD scan should show up if the sensor is faulty.

if yours is the newer engine (simple check is open the bonnet and look to the front right hand side of the engine and see if there are cables on top of the injector pump). i'm actually helping put back together the turbo assembly of another members car on here which has the newer engine. i never actually took it apart myself and cant remember off the top of my head whether the newer one has the vacuum from the inlet manifold. i would assume it has, and if it does its a black hose and is the one and only hose coming from the inlet manifold, near to the egr valve, and goes across the front of the engine (it should be held just in front of the rocker cover) and down to the injector pump.

Have you had a chance to check any of the filters yet? also have a look on the main site for a page called 'diesel loses power' (for some reason the links on the side of site have dissapeared on my pc...), might be related to your problem.
