can you give us some more info? what engine is it? does it do it all the time? does the car run ok otherwise?

or it might be a sticky throttle plate.

Does your cable run anywhere near to,or could it become detached and fall onto an exhaust manifold ? I had one on a 12v that melted the outer covering,and developed tight spots!Just a thought.
