New or recon one I fear. No fuses that I'm aware of and no sense in trying to dismantle as there are plenty for sale on ebay etc.

When I bought my 24v ultima with a 12 months warranty nearly eleven years ago the radio stalk failed.  Ford replaced the stalk but the fault persisted and they then fitted a new radio. The warranty expired and Ford never cured the stalk problem.

I discovered that the multiplug from the stalk made a poor connection to the radio but applying side pressure to the side of the plug where it enters the radio brought the connection back to life.  Permanent side pressure was achieved by using a rubber band between the plug and an adjacent cable.  During the past ten years I have had no reoccurrence.

Don't forget there is a unit called a Remote Interface Module (RIM) under the drivers side of the dash just to the left of the steering column.

Worth checking the connectors on it first!
