Hello, Yes it has a speed sensitive rack, Steering light whilst going slow and gets heavier as the car speeds up. there's a there's a  connector under the car near the rack, and a module in the glove box compartment........... Here (http://www.fordscorpio.co.uk/manual/steering/ServotronModule.pdf)

Is your speedo working ok Dave?

If the VSS is giving an intermittent reading it will affect the rack (and the radio volume if you have that function)

One what you can test is change new oil... Before i have problem at steering come heavy sometime... Friends say at pump is not good anymore but i change oil and after then its start work nice! 4 year ago change oil and last weekend change again them.
