I own a 95 ultima and when i hold the key in close position the windows buttons light but the windows don't close, the same with the open position, have any ideas?

Go to Fault Finder (http://www.fordscorpio.co.uk/faultfinds.htm) scroll down to electrical and then reprogramme as described re one touch closing. This may resolve the issue. ;)

Has it ever worked?  There have been a  few cars where the global closing wasn't programmed on the control unit.

The reprograming didn't work, maybe it doesn't have global closing.

My 1995 N reg Executive (lowest trim level) does it, so all must do it, must be a fault?

Lock door (either) with key, hold key at lock angle, rear windows close first then front. This means if only the fronts are open, will seem like nothing's happening for maybe a few seconds, which is the time allowed for the rears to close. Except they're not open.

PS: you have to hold the key at the locked angle for the whole time that is needed for all the windows to close, if you let it go the window(s) will immediately stop moving and be left where they are, not fully closed.
