Just came across a statement issued by VOSA on the 2nd OCT 2012 and they are saying that the new rules implemented at the beginning of 2012 are still advisory until at least the end of 2012.

I assume this includes rules for the dashboard warning lights ect

Correct. Extended until further notice in fact. That includes the tow-bar stuff as well. I did put a wee notice up about this around August time.
