 Equipment levels are always the subject of some confusion, and here (I hope) is the definitive answer. 

On 1994 to 1995 Models there were three levels of trim; Executive, Ghia and Ultima. The base model provided the minimum equipment level, on which the higher specifications were added. However, optional 'packs' included Driver's Option, Luxury Option, Partial Raven and Convenience Option and could add to the spec of even a Base model. However, the 2.0 8V model was only available with a manual gearbox and in Executive trim.

FORD SCORPIO EXECUTIVE (Base model)

Safety & Security Drivers airbag. Front seat belt grabbers. Anti theft alarm with Safeguard (PATS). Remote central locking - high security shielded door locks. Central locking fuel cap. Visible VIN
Mechanical ABS, PAS, vented front disk brakes (vented rear on 24V)
Exterior Bodyside mouldings and colour coded bumpers. Metallic paint was a no-cost option. Manual door mirrors, heated rear window and tinted glass. 6X15 steel wheels with covers. 2 speed/intermittent wipers with electric wash, manual door mirrors. 
Interior Burr walnuts style applique on facia and doors, cut pile carpet, door bins and fabric insert door trims. Courtesy lights with luggage light. Fully reclining front seats, electric height adjustment. Front cigar lighter, centre console with cassette storage, quartz clock, fascia storage, dipping rear view mirror, manual sunroof, electric front windows, one-touch lowering on driver's side. Instrument panel with speedo and tacho, fuel, coolant temp gauges. Warning lights for ABS, low fuel, oil pressure, indicators, high beam, brake failure, handbrake on, alternator, airbag. Illuminated heater control with pollen filters, rake and reach adjustable steering column. 
Radio Model 2006 RDS with 4 speakers, remote control from Jan 95
Estates Estates had rear wipers with electric wash & reverse gear linked, self levelling suspension.

24V Executives had 6X15 alloys with 205/65 X 15 tyres and Traction Control as standard

OPTIONS packs could be added at further cost - an item shown below could only be selected by buying the whole option pack. So the owner of, say, a 16V who wanted headlamp washers also had to pay for the Traction Control.

So it can be seen that a certain flexibility added to the comfort and equipment level. Some base models might have the air conditioning, or fog lights or headlamp washers - it depended on the options packs chosen at the time of ordering.

FORD SCORPIO GHIA

In addition to the above, without ordering the OPTIONS packs, the Ghia model included the following at no extra cost;

FORD SCORPIO ULTIMA

The Ultima was additionally equipped with the following;

So even on the top of the range Ultima, leather was still a cost-option in 1994 and the splendid 12 spoke alloys were not yet adopted as standard equipment, and the Ghia was not equipped with the air conditioning unless it was chosen as part of the LUXURY OPTION PACK. You'll notice that there is no mention yet of the nearside door mirror dipping on reverse.

1996  Models

Little changed in the specification of the models in the first half of 1996 . The 2.3 DOHC 16V engine was introduced in June, and 2.5 TDi diesel was revised for more power and torque in September coinciding  with the change of model names, (see 1997). The 8V was still only available in Executive trim.

However, the audio changed in September to the Model 5000 RDS EON radio/cassette and 4 speakers for the Executive and Model 7000 radio/cassette in the Ghia and Ultima. The Model 6000 single CD player/radio was to follow later. 

The Ultima also received the new 2060 cd autochanger mounted in the boot or nearside luggage trim on the Estate. The dipping nearside door mirror on selection of reverse gear was also new for the Ultima. 

Cost Options were revised, and now included

1997 Models

In September 1996 the Executive name was dropped. Ghia became the base spec, and Ghia X the intermediate - in many respects the Ghia remained unaltered in spec, which raised the minimum specification of the marque. The 12V 2.9i was discontinued early in 1997, leaving the 24V as the only V6 option, the end of an era for the Cologne engine. The DOHC2000 16V was also dropped for 1997, but the 2.3i had been introduced. Oddly, the DOHC2000 8V was still listed as available at the beginning of 1997.

Carpet on rear seat backs, floor and side walls, load tie-down eyes and tonneau cover (estates), storage space in sidewall.

 

This shows that the base specification had been raised significantly by 1997. Air conditioning was now standard, as well as 4 electric windows and door mirrors, quickclear windscreen and tinted glass and the auxillary warning panel was now standard. However, the kerb and closure lights had disappeared from the doors.

FORD SCORPIO GHIA X (intermediate series)

In addition to the base specification, Ghia X models added

1998 Specifications

In the last year of production, a new frontal treatment included a deeper and sculpted front bumper, colour coded grille surround, darkened inner headlamp surfaces and slightly changed headlamp lenses with a flatter convex. Some chrome trim was deleted from the rear on saloons and new dark badges added to the rear.

There were now just three engines in the range. The DOHC 2.3, the 2.5 TDi and the 2.9 24V Cosworth.

FORD SCORPIO GHIA

Brakes Unchanged. Traction Control standard on 24V
Steering Unchanged
Security & Safety Airbag now standard for driver and passenger. Side airbags for front seats
Interior Leather trimmed steering wheel now standard.
Wheels Still 6 X 15 steel wheels with 205/60 15 tyres, but with 205/65 15 tyres on 2.3i Estate

6.5X16 30 spoke alloys with 215/55 16 tyres on 24V Ghia and Ghia X

FORD SCORPIO GHIA X
New for the Ghia X were the following:
